The book contains 24 contributions from European law scholars and practitioners analysing the constitutional basis of the European Union and the normative orientation of the Common Foreign and Security Policy (CFSP) as well as the central economic and monetary provisions (TFEU) after the Reform Treaty of Lisbon. Presenting the findings of a European research team, which is composed of authors from eight Member States, the publication underlines the aspiration of the editors to thoroughly analyse the constitutional law of the European Union currently in force.

De Europese Unie is een uniek experiment in de geschiedenis van de internationale betrekkingen en een curiosum in het publiek recht. Ontstaan uit het Internationaal Recht is 'Europa' een proefveld bij uitstek geworden van constitutioneel denken. De geloofsbrieven die de Unie kan voorleggen, zijn indrukwekkend: de Europese integratie is een geslaagd vredesproject en de impact van de interne markt op de productie en de export van Europese landen is immens. Toch verkeert de Europese Unie in een crisis. Na tien jaar van intens onderhandelen, had men gehoopt dat het Verdrag van Lissabon de vereiste institutionele stabiliteit en duidelijkheid zou geven aan een Europa van 27 lidstaten - straks wellicht 30 en meer - in een geglobaliseerde wereld. Dit blijkt voorlopig niet het geval te zijn. Intussen is de Europese Unie en meer bepaald de Eurozone ook in een slepende economische crisis beland, waarop vooralsnog geen adequaat antwoord is gegeven. En ook het Gemeenschappelijk Buitenlands Beleid is weinig overtuigend of zelfs geloofwaardig. Dit alles maakt minstens duidelijk dat het integratieproces nog lang niet af is. Dit handboek wil een inzicht geven in de opbouw van de Europese Unie als politiek project en in haar zoektocht naar een constitutioneel model, in de werking van haar instellingen, het verloop van de besluitvorming, de rol van het Hof bij de uitwerking van het Europees recht en in de financiering van de Unie. EU External Relations Law and Policy in the Post-Lisbon Era is a collection of works which considers the many different facets of the EU’s increasingly important engagement with the world beyond its borders. The Treaty of Lisbon, which came into effect in December 2009, made significant changes to the powers and competences endowed on the EU institutions. The contributions to this collection consider both the direct and indirect impact of the Treaty on the contemporary state of EU external relations. The authors are drawn from legal, political science and international relations disciplines and their contributions consider innovations or changes brought about by the Treaty itself, including the establishment of the European External Action Service, the roles of the High Representative and President, the collapse of the ‘pillar’ structure and new competences in areas such as defence and foreign investment. Other chapters cover developments which reflect the latest incremental changes upon which the post-Lisbon Treaty arrangements have some bearing, including climate change, transatlantic and neighbourhood relations and the external dimension of ‘internal’ security. Industrie en innovatie zijn onmisbaar in tijden van crisis. De huidige, sociaal-economische situatie in Vlaanderen heeft duidelijk gemaakt dat Europese beleidskeuzes onmiskenbaar een impact hebben op nationaal en regionaal niveau. Ook de Vlaamse beleidsmakers kunnen niet om Europa heen. Europees beleid wordt meer en meer binnenlands beleid. En omgekeerd. Met het Pact 2020 en Vlaanderen in Actie wordt de Europa 2020-strategie en haar industriele dimensie - zelfs vooraleer die binnen de EU werd goedgekeurd - in een regionale langetermijnstrategie gegoten en uitgevoerd. Vlaanderen kan, als innovatieve open economie in het logistieke hart van Europa, het voortouw nemen om de vernieuwende, geintegreerde Europese industriepolitiek naar een hoger niveau te tillen en zichzelf hiermee op de Europese en mondiale kaart te plaatsen.

Nataliya Esakova performs an analysis of the interdependencies and the nature of cooperation between energy producing, consuming and transit countries focusing on the gas sector. For the analysis the theoretical framework of the interdependence theory by Robert O. Keohane and Joseph S. Nye and the international regime theory are applied to the recent developments within the gas relationship between the European Union and Russia in the last decade. The objective of the analysis is to determine, whether a fundamental regime change in terms of international regime theory is taking place, and, if so, which regime change explanation model in terms of interdependence theory is likely to apply.
